Matters concerning the constituencies of members of the National Assembly, proportional representation, and other elections shall be prescribed by law. The President cannot concurrently serve as the Prime Minister, members of the State Council, the heads of each administrative department, and other public officials prescribed by law. The head of the Constitutional Court is appointed by the President from among judges with the consent of the National Assembly. The term of office of the Chief Justice of the Supreme Court is 6 years, and cannot be appointed in a second term. Members of the National Assembly and the government may submit legislation. Judges judge independently according to their conscience in accordance with the Constitution and laws. Matters concerning amnesty, reduction, and restoration shall be determined by law. Basic matters related to the education system, including school education and lifelong education, its operation, education finance, and the status of teachers shall be determined by law.
